What the order is
A Dangerous Building Order (מבנה מסוכן) is an official order (צו) issued by the local authority to fix defects it has identified in a building. The defects are listed in a document given to the owners or residents. Once all of them are properly fixed, the order is removed.
The cause is usually the same: the rebar inside the concrete rusts, expands and cracks the shell. Water gets in and speeds up the decay until pieces of concrete and plaster come loose and can fall.
The risks
- Falling concrete and plaster — a danger to residents, passers-by and cars parked below.
- The owners are liable for damage while the defects remain.
- If the work is not done in time, the municipality may act — up to carrying out the work at the owners’ expense.
The deadlines
The deadline for fixing the defects is written in the order and depends on how dangerous the building is.
So the first step is to show us the order: we will tell you what can be done by that date and where to start.
What must be done
Remove the damage
We take off every loose piece of concrete and plaster from the facade.
Clean and reinforce the rebar
We clean off the rust and add bars where needed.
Protect against corrosion
We apply Monotop — an anti-corrosion coat that also bonds the next layer.
Rebuild the volume
Layers of Sika Rep, a cement mortar for concrete repair.
Finish and protect
Cement plaster or exterior filler to suit the building, then paint or acrylic shlicht.
Who signs
The work follows the engineer’s instructions under his supervision. When it is done, an external engineer checks that it meets the municipality’s requirements.
The engineer arranges an on-site meeting with a city representative — and the order is removed. From then on the building is officially no longer classed as dangerous.
